Subject: [PATCH 1/2] configure: update meson invocation

New meson says:
WARNING: Running the setup command as `meson [options]` instead of `meson setup [options]` is ambiguous and deprecated.

Inspired by https://github.com/systemd/systemd/issues/28482.
