Subject: [PATCH] network-generator: convert to VERB_COMMAND and add
 --introspect-cli

The custom help() is replaced by a COMMAND() description, and
--introspect-cli is added. The old help had neither an abstract nor a
man page reference; both are added, with the abstract taken from the
man page.
