clang-tidy recently gained support to allow dropping
compiler args from the entries parsed from the compilation
database. Let's make use of this to drop the two compiler
args we use with gcc that clang doesn't support so we can
run clang-tidy on meson build trees configured to use gcc
without getting tons of false positives.
blkid.h and gmessages.h both use const for arguments that are passed
by value, which is pointless and triggers clang-tidy warnings, so exclude
them from processing.
The previous commit fixes all remaining violations of the check for
a very specific setup (Fedora Rawhide with as many dependencies as
possible installed). The linter job in CI runs that specific setup
so we enable the check in the clang-tidy config but do not yet enable
the clang-tidy test suite in meson by default as it will very likely
still fail in different setups than the one in CI.
Let's add a basic clang-tidy check to the linter workflow. This
gives us the following:
- A check so that we don't introduce any new cyclic header dependencies
- A check to make sure all of our header files are standalone, as clang-tidy
will fail to parse header files that don't include all their dependencies.
