There's no reason to refuse copying out capsule@abc.service even if
capsule@.service already exists on the host, so let's optionally not
search for templates if we can't find an instance when looking up
units and use it in portabled.
unit_file_exists() currently does not follow symlinks, as it is
mainly used to test whether the unit (of any install state)
has been seen under search dirs. However, in ssh-generator
we should search for and honor whatever the distro ships,
which might be an alias or linked externally.
I find myself trying to log into a fresh ParticleOS VM started via
systemd-vmspawn all the time, but I don't know its CID. Let's show it on
the getty screen, to make it immediately visible.
This commit cleans up the includes for all the small tools across
the tree.
A few cases of returning EXIT_SUCCESS are replaced with returning
0 to avoid including <stdlib.h>.

This new passive target is supposed to be pulled in by SSH
implementations and should be reached when remote SSH access is
possible. The idea is that this target can be used as indicator for
other components to determine if and when SSH access is possible.
One specific usecase for this is the new sd_notify() logic in PID 1 that
sends its own supervisor notifications whenever target units are
reached. This can be used to precisely schedule SSH connections from
host to VM/container, or just to identify systems where SSH is even
available.
Tighten our VM check: whether we run in a VM is not enough to do
AF_VSOCK. We also need to check if we are run in a container, because if
we run in a container inside a VM then we should *not* do the AF_VSOCK
stuff, but leave the port free for the VM itself.
