It turns out checking sysfs is not 100% reliable to figure out whether
the firmware had TPM2 support enabled or not. For example with EDK2 arm64, the
default upstream build config bundles TPM2 support with SecureBoot support,
so if the latter is disabled, TPM2 is also unavailable. But still, the ACPI
TPM2 table is created just as if it was enabled. So /sys/firmware/acpi/tables/TPM2
exists and looks correct, but there are no measurements, neither the firmware
nor the loader/stub can do them, and /sys/kernel/security/tpm0/binary_bios_measurements
does not exist.
The loader can use the apposite UEFI protocol to check, which is a more
definitive answer. Given userspace can also make use of this information, export
the bitmask with the list of active banks as-is. If it's not 0, then we can be
sure a working TPM2 was available in EFI mode.

Now that the necessary functions from log.h have been moved to macro.h,
we can stop including log.h in macro.h. This requires modifying source
files all over the tree to include log.h instead.
The names of these conflict with macros from efi.h that we'll move
to efi-fundamental.h in a later commit. Let's avoid the conflict by
getting rid of these helpers. Arguably this also improves readability
by clearly indicating we're passing arbitrary strings and not constants
to the macros when we invoke them.
If the ceck for the ACPI TPM2 table did not work we currently check if
the EFI TPM table exists to check if the firmware supports TPM2.
Specifically we check if
/sys/kernel/security/tpm0/binary_bios_measurements exists. But that's
not enough, since that also exists on TPM1.2 systems. Hence, let's also
check /sys/class/tpm/tpm0/tpm_version_major which should exist under
similar conditions and tells us the kernel's idea of the TPM version in
use.
I originally intended to read the signature of the
/sys/kernel/security/tpm0/binary_bios_measurements contents for this,
but this is not ideal since that file has tight access mode, and our TPM
availability check would thus not work anymore if invoked unpriv.

The EFI firmware may provide the TPM2 event log using
EFI_TCG2_FINAL_EVENTS_TABLE stored in EFI configuration table,
instead of the ACPI Table TPM2.
If the ACPI Table TPM2 doesn't exist, try to check whether
EFI_TCG2_FINAL_EVENTS_TABLE is available or not.

Some refactoring: split efi-loader.[ch] in two: isolate the calls that
implement out boot loader interface spec, and those which implement
access to upstream UEFI firmware features.
They are quite different in nature and behaviour, and even semantically
it makes to keep these two separate. At the very least because the
previous name "efi-loader.[ch]" suggests all was about loader-specific
APIs, but much of it is generic uefi stuff...
While we are at it, I renamed a bunch of return parameters to follow our
usual ret_xyz naming. But besides renaming no real code changes.
