Otherwise, after 'systemctl daemon-reload' or 'daemon-reexec', frozen
units cannot gain cgroup paths and we cannot operate anything on them,
especially, we cannot thaw or stop them.
```
Aug 12 16:26:09 systemd[1]: wd.service: Job 1278 wd.service/stop finished, result=frozen
Aug 12 16:26:09 systemd[1]: Cannot stop frozen unit wd.service.
Aug 12 16:26:09 systemd[1]: wd.service: Cannot realize cgroup for frozen unit.
Aug 12 16:26:09 systemd[1]: Failed to realize cgroups for queued unit wd.service, ignoring: Device or resource busy
```
Follow-up for 23ac08115a.
Otherwise, when service manager is reloaded or reexecuted, watchdong
will be started for frozen services, and they may be killed after
timeout.
Fixes#38551.
Avoid definition of `exec_context_get_tty_for_pam` if pam support is
disabled, to avoid the following warning:
```
../src/core/exec-invoke.c:1231:12: warning: ‘exec_context_get_tty_for_pam’ defined but not used [-Wunused-function]
1231 | static int exec_context_get_tty_for_pam(const ExecContext *context, char **ret) {
```
The 'NFTSet' directive in various units adds and removes entries in nftables
sets, it does not add or remove entire sets. The logging messages should
indicate that an entry was added or removed, not that a set was added or
removed.
We had errno_to_name() which works for "known" errnos, and returns NULL for
unknown ones, and then ERRNO_NAME which always returns an answer, possibly just
a number as a string, but requires a helper buffer.
It is possible for the kernel to add a new errno. We recently learned that some
architectures define custom errno names. Or for some function to unexpectedly
return a bogus errno value. In almost all cases it's better to print that value
rather than "n/a" or "(null)". So let's use ERRNO_NAME is most error handling
code. Noteably, our code wasn't very good in handling the potential NULL, so
in various places we could print "(null)". Since this is supposed to be used
most of the time, let's shorten the names to ERRNO_NAME/errno_name.
There are a few places where we don't want to use the fallback path, in
particular for D-Bus error names or when saving the error name. Let's rename
errno_to_name() to errno_name_no_fallback() to make the distinction clearer.
log_unit_warning() already prints the full unit name, so we don't need to say
that it is a socket unit. And in technical messages articles like "the" are
generally skipped to make the messages shorter. Use simpler tense and simpler
wording.
Example from log: fedora.local systemd[1]: systemd-initctl.socket: Socket unit
configuration has changed while unit has been running, no open socket file
descriptor left. The socket unit is not functional until restarted.
This is just too wordy and says "socket" four times.
Hence, we cannot pass errno as is to report_errno_and_exit().
This splits out bpffs_helper(), which returns negative errno on failure,
and 0 on success. And make the returned value passed to report_errno_and_exit().

This PR rearranges fields in io.systemd.Unit.List according to
@poettering guidance:
> if a property can be set in a unit file, ever, then it belongs in
context. Otherwise, it belongs to runtime.

This has been superseded by "cpu-usage-base" ever since
the introduction of cgroup v2. With upgrading and thus
deserialzing from cgroup v1 systems becoming impossible
it is eligible for removal.

The mentioned commit switched scope unit's "pids" deserialization
to call unit_watch_pid() already, meaning all later invocations
in scope_coldplug() are no-op. Remove the cruft altogether.
Then, move syscall definitions to the wrapper, and prototypes are moved
to relevant headers.
This also adds checks for add_key() and request_key(), as one day
glibc may be going to add some of them separatedly.
The check for fspick in meson.build is dropped, as it is currently
unused in our code.
This also moves
- basic/missing_bpf.h -> include/override/linux/bpf.h,
- basic/missing_keyctl.h -> include/override/linux/keyctl.h.
- pass our system include directories to make generators use our libc
wrappers and latest kernel headers,
- include relevant headers in generated gperf file,
- use files() rather than find_program(), as the result of
find_program() cannot be passed to 'input' of custom_target(),
- move generate-bpf-delegate-configs.py to src/core/, as it is only used
by libcore.

Closes#38124.
This PR does minimal changes to introduce varlink support. Ideally, the
code should switch to using `mac_selinux_get_our_label()` and new
`mac_selinux_get_peer_label()`. But I leave it for now to minimize
breakage. `mac_selinux_get_peer_label()` remains unused.
