Yu Watanabe c6aae2cd8a test-network: add test case for issue #32186 
The reporter said that the issue is caused by BindCarrier=, but
I cannot reproduce it. Anyway, let's test it.

Daan De Meyer 1e86c83308 test: Prefix all network/netdev config files used by systemd-networkd-tests.py 
Let's make sure these take preference over any generic network config files shipped
by the OS (in this case specifically, mkosi).
