Recent Ubuntu 24.04 GHA images have /etc and /usr owned by runner
instead of root, which breaks some of our tests. This has been filed to
GH as https://github.com/actions/runner-images/issues/14477, so let's
work around this in our jobs until it's fixed.
1f76654f94 added support to build .standalone
variants of most binaries. test-dlopen-note.py is hooked in the test suite for
everything that can do .standalone, but this means that the .standalone
variants become a prerequisite for tests. This means that meson will build the
.standalone variants for all binaries before running tests, which takes quite a
bit of time in some situations. (Arguably, the dlopen test suite was excluded
by default, so maybe meson could be smart and figure out that those tests are
not enabled by default. But it doesn't seem to make this distinction.)
Enable the `dlopen` unit test suite in GitHub Actions, except for the
following configurations where linker garbage collection (`--gc-sections`)
or dead-code elimination fails to drop unused dlopen symbols:
- ppc64le (both GCC and Clang)
- s390x (GCC only)
- Sanitizer-enabled setups

arm64 hosts support running armv7 (armhf) binaries, so we can
cross compile and run the unit tests without performance issues.
armv7 (armhf) is a primary architecture on Ubuntu, so build
regressions block new version updates, and adding coverage
helps to avoid introducing regressions.
Drop the standalone Unit-tests (musl) workflow that ran on an Alpine sandbox
spun up by jirutka/setup-alpine, and merge it into unit-tests.yml as a new
build-musl job that provisions a postmarketOS tools tree via mkosi and runs
the meson build + test suite through 'mkosi box'. postmarketOS is musl-native,
so the musl-gcc / -idirafter /usr/include wrappers the Fedora tools tree
needed are gone; the linter.yml's own musl build step also goes away since
the unit-tests workflow now covers it (and tests it).
postmarketOS doesn't ship a downstream systemd packaging spec, so the new
tools tree config in mkosi.tools.conf/mkosi.conf.d/postmarketos.conf does not
set PrepareScripts and lists build deps manually. mkosi.sync now early-exits
when PKG_SUBDIR is unset so the missing pkgenv entry doesn't trip set -u.

Set `persist-credentials: false` for actions/checkout.
By default, using `actions/checkout` causes a credential to be persisted on
disk. Subsequent steps may accidentally publicly persist the credential, e.g.
by including it in a publicly accessible artifact via actions/upload-artifact.
However, even without this, persisting the credential on disk is non-ideal
unless actually needed.
