Daan De Meyer f0f521c147 ci: only count line-anchored code fences in review comments ...

A triple backtick inside prose made the fence count odd, so a body with an
inline marker plus a valid suggestion block got cut at the block's closing
fence and left it open. Only fences at the start of a line delimit blocks,
so count and strip those alone.
