man: fix cgtop --recursive= and --cpu= documentation
--recursive=no is not silently ignored when all tasks are counted, as claimed: cgtop rejects it with an error unless -P or -k is used, since task counting is always recursive. Also document that --cpu without an argument is equivalent to --cpu=time.
