meson: define EFI_MACHINE_TYPE_NAME when the bootloader is disabled
EFI_MACHINE_TYPE_NAME is empty when systemd-boot is not built. Then get_efi_arch() returns an empty string, and "bootctl --print-efi-architecture" prints an empty line. The architecture does not depend on whether systemd-boot is built, so always set the macro from efi_arch. (cherry picked from commit 7d3ca0a8c530ebb71a40298df6c5d4f88b37d7e9)
