mkosi: Set time-epoch= to fixed value

Browse Source 
Turns out makepkg sets $SOURCE_DATE_EPOCH= to the current time for
every build if not set explicitly which causes full rebuilds if we
don't set time-epoch explicitly ourselves, so let's do that everywhere
to avoid unnecessary rebuilds.
