The centos-fedora, opensuse and postmarketos image configurations all
install bpftool but the Debian/Ubuntu ones never did. Only their build
image gets it via the packaging's Build-Depends. So the
TEST-90-RESTRICT-FSACCESS guard and overlay subtests, both gated on
'command -v bpftool', just silently skip there.
Mirror what the build image does. Plain bpftool everywhere except Ubuntu
jammy and noble which still bundle it in linux-tools-generic.

Prepare scripts run before volatile packages are installed, so parse
the list from the config to ensure they are all included to avoid
failures due to some packages missing from the list.

When the test suite is run in the "standalone" mode, the minimal
container might not contain the test-fdstore binary that's needed for a
couple of tests. Since installing systemd-tests into the minimal
container pulls in a lot of other dependencies, let's just skip the
affected tests instead to avoid this.
