cleanup: VLAN Id -> VLAN ID
...
"VLAN ID" is used throughout the documentation and codebase, but appears
(when present) in `networkctl status` tables as `VLan Id`.

network: DHCP version logging typos
...
Some DHCP client log messages report "DHCP4" or "DHCP6" instead of
"DHCPv4" or "DHCPv6" as used within the rest of the codebase. Typos
fixed.

Fix "link-local" language inconsistencies
...
"Link-local" and "link local" are used throughout man pages and program
output, with the former used far more than the latter. This commit makes
it consistent throughout the project.
