Gibeom Gwon fd11201b93 qrcode-util: set case-sensitive for generating QR codes 
Until now, string treated case-insensitive, always converted to
uppercase. This can cause confusion such as user enter uppercased
recovery key.

Gibeom Gwon 3d3d6e10da homed: remember the secret even when the for_state is FIXATING_FOR_ACQUIRE 
Remember the secret if the for_state is FIXATING_FOR_ACTIVATION or
FIXATING_FOR_ACQUIRE. This fixes login failures when logging in
to an unfixated user.
