Yu Watanabe ce158189a8 network: do not check deprecated flag in address_is_ready() 
Without this change, the address with PreferredLifetime=0 cannot be ready,
and thus, no consequent setting up process does not start.
The bug was introduced by 6aa5773.

Follow-up for b7ed5384ab.

Fixes #13341.

Yu Watanabe 60ab2d1a4b unit: drop Before=sysinit.target from systemd-random-seed.service 
Follow-up for 26ded55709.

The commit says,

> Note that with this change sysinit.target (and thus early boot) is NOT
systematically delayed until the entropy pool is initialized,

But the dependency was not dropped.

This was found by David Seifert (@SoapGentoo).

Yu Watanabe 8107f4731e network: drop fallback mechanism to assign DHCPv6 addresses with IFA_F_NOPREFIXROUTE 
The flag IFA_F_NOPREFIXROUTE was introduced in kernel-3.14. But even if
the kernel does not support the flag, it should be just ignored. So, it
is not necessary to do the fallback logic. Moreover, the current logic
is not a fallback mechanism but just retrying. So, it should not work.
Let's drop that.

Previously, event if link's setup state is in failed, tests may pass,
as systemd-networkd-wait-online success if the state is in failed state.
This makes tests be checked more strictly.
