Ayoub Zaki 2d6bc0328c resolved: add ML-DSA-44 DNSSEC verification
Classical DNSSEC algorithms such as RSA and ECDSA are vulnerable to
quantum computers. Add support for post-quantum ML-DSA-44, DNSSEC
algorithm 18.

Verify pure ML-DSA through OpenSSL. Report the algorithm as unsupported
only when it is unavailable. Treat key import and verification failures
as hard errors.

Add the draft test vector and negative tests.
