Tejun Heo 3fdf9ad7ad core: bus_append_unit_property_assignment() was using the wrong parse function

It was incorrectly using cg_cpu_weight_parse() to parse BlockIOWeight.  Update
it to use cg_blkio_weight_parse() instead.
