Michael Biebl ac3608cdbc login: Fix policy for org.freedesktop.login1.set-self-linger (#3365) (#3373) 
We need to explicitly define authorizations for allow_inactive and
allow_active. Otherwise one is getting "Access denied" when run from a
local console:

$ loginctl enable-linger
Could not enable linger: Access denied
